History and Background

I. HISTORY

Center for Educational Testing and Quality Assurance, a public service unit operating in the field of education - training, science - technology under the Nong Lam University – Ho Chi Minh City, was established by Decision No. 796/QD-DHNL-TCHC of the President signed on 04/06/2007. According to Decision No. 2339/QD-DHNL-TCCB dated 11/11/2009, the President decided to merge ISO Committee and the Center to satisfy quality requirements and to enhance customers’ satisfaction with the "learner-centered" mainstream

II. FUNCTION, DUTY AND POWER

Center for Educational Testing and Quality Assurance is organized to ensure education quality, to advise and assist the President in management function on the work of testing, evaluation and quality assurance of education in Nong Lam University – Ho Chi Minh City; to perform services for testing and quality control with the use of educational quality management system ISO 9000 as a means and tools for quality assurance.

1. Quality assessment and assurance:

a. To advise leaders in the development of objectives, policies, procedures,

regulations and specific plans of activities in education quality assessment and assurance in the entire University;

b. To assist the President in directing, testing and supporting the activities of the quality assurance department at the units in terms of profession;

c. To develop and implement a plan of cooperation in the field of quality assurance with relevant organizations;

d. As permanent part to assist the Accreditation Council for the University’s Education in the process of implementing the evaluation plan.

2. Educational testing:

a. To present the President management documents and guidelines on testing standards; to guide, monitor and supervise the implementation of the texts for testing standard after they are issued.

b. To coordinate with other relevant units and organizations to assist the President in organizing and directing the implementation of the entrance exam execution of university, college, vocation and transfer (collectively referred to as exam execution) and solving problems and remarking related to the execution after the implementation of the training institutions and educational programs of the University management.

c. To assist the President in direction, inspection and testing on examinations of the training institutions of the University and associated units.

d. To assist the President in implementation of university and college enrollment according to the Head of the Steering Committee of the postgraduate and undergraduate entrance exam.

đ. To build a bank of exam questions as the basis for the construction of the exam. To provide exams, to help educational institutions build a bank of exam questions, exam technology process; to organize technical and professional training and to implement of testing organization contracts.

e. To advise the President in coordination with other agencies and organizations involved testing.
